Make sure the plastic drive disc is FIRMLY captured between the rim
and the hub. Wrap it with tape if you have to so it doesn't slip. Make
sure the square hole that the inner cable fits into in the center is
still square and not round. If the bracket for the lower speedo cable
is missing or broken replace it. Finally be sure the length of the
inner speedo cables (upper AND lower)is correct. If it is too short it
will slide to one end and not turn what it is supposed to. Don't
forget to lube the cables and the angle drive once in a while.
