Well, as a temporary fix I hammered some copper pipe flat and created a new
plate. But, this wasn't the problem. As it turns out I wasn't getting a good
ground from the starter to the mounting bracket. After I ran the starter
jumpered to the engine block, I cleaned it and cleaned the mounting bracket.
That solved the problem.
Now I just have to get the car started...
