I dug this up about the gas flap.

Basically, the gas flap was removed to cut cost. There was another page 
I had come across (cant find it) saying that part of the issue was alot 
of rejects on the hood, it was thought to be the gas flap but found out 
later it was the lines in the hood. Of course I can not confirm this.
