The fan fail module can not cause the fan to come on when it shouldn't.
It's supremely good as stopping one or both working when they should, but
that's not how the problem's described.
Jack:
1) Replace the fan fail module with fused jumper wires
2) Replace the fan relay
3) Try replacing the cooling fan thermostat

No doubt there will be several prompts for you to buy a FanZilla. The way
you describe the problem of the fans coming one when you first start the
car, something else is wrong that the FanZilla will not fix.
