looking for the owner of 16938

I came across 16938 today. The car is sitting at a shop in Cape Coral FL.
It has the DMC stripe on the sides and a sticker in the window that says
Delorean Quality Assurance. And from what I could see from under the car it
is missing the muffler and intake.
