You asked:
"So, does gross vehicle weight include passengers? "
Yes; here is the official description of GVW: Gross Vehicle Weight. Total weight of vehicle including vehicle passengers, load, etc. (GVW minus vehicle curb weight equals payload).

One of the joys(?) of DeLorean ownership is trying to
determine accurate statistics about the car. My 83
shows 3244# gross vehicle weight. The owners manual
that came with my 81 shows a "curb weight w/full fuel
tank" of 2743 lbs. So, does gross vehicle wieght
include passengers? Two 200 lb. passengers?????
