Idle Speed ECU.

I posted into the vault the 2 photos of my Idle Speed ECU. On the one 
chip on the bottom you can see that 2 of the pins on the IC are not 
soldered into place. Is this supposed to be this way? Even on some of 
the empty connections on the board they took the time to apply 
solder, so I have no idea as to why they would leave 2 pins "naked". 
Is this normal?
