Joel,

I'm not sure I'm in sync with you; for the time being forget voltage readings. When you jump the RPM relay brown to white/purple wires does the fuel pump run? If it does and you are still not able to start the car your problem is elsewhere.

If the fuel pump runs check to see if you are getting fuel delivery to the engine.
