Hi,
You're right, that wire is suppose to be connected to one of those three
bolts. It is a ground wire that prevents sparks when you fill up your car.
Without it a spark could jump between the fuel filler neck on your car and
the tip of a fueling gun at a gas station. It is a VERY good idea to clean
that wire and attach it where it should be.
