I also did this to my front end two years ago. It's written up on the

Someday I'll put up some pictures.
To remove the rust I used a combination of wire wheel, scrapers, and
chemicals (industrial version of naval jelly, usually called met-L-
prep or something like that). Then paint with POR15/Wurth Rustguard
and then Rustoleum to get the color right. Be sure to get inside the
front frame as much as you can. There is a boxed in area in the
center that you have to drill a 1" hole to get into.
Most important thing is to get at it all. I completely disassembled
underneath the front end of the car from the gas tank cover forward,
leaving the frame completely exposed. Took the opportunity to
sandblast and powdercoat or paint everything I took off. This took
about 3 months of weekends.
