It's not a rain sensing wiper, but rather a strange control on the
intermittent wiper function. Here's a quote from the manual:
"If the lever is pressed down for two or three seconds and released, the
wipers will make a single wipe every five seconds (approximately). To
cancel, either press downward again for two or three seconds, or else switch
to normal low speed wipe momentarily."
