[DML] Fiberglass 'glossyness'

The fuel fill area along with the area under the vent grille of my car
is glossy, but only in patches. Did the cars come from the factory 
with this area glossy? If so/not, are there any suggestions as to how 
I could restore this area to it's original appearance?

It's been bugging me for some time, and I've finally decided to do 
something about it. This coming spring, I'm having the faschias
repainted,
and if it's a matter of clearcoating or something related that would be
a good time for me to refinish it.
