Lee,
The check digit isn't there to check the number on the plate. As you
said, that number had BETTER be right!
It's there to allow a computer system to check the data entry person
who punches it into a system. For example the DMV when you take it in
to transfer the title and get license plates. If the person at the DMV
types it in wrong the check digit will catch that and force them to try
again.
