[DML] loose steering

I need some help on solving a steering problem, I have looked in the
archives and found nothing on this. When I drive my "D" it appears to
want to float into the other lane when cornering. I looked and found
that the pinion on the rack wants to turn outward just a little bit. It
will turn outward counterclock wise and inward clockwise, this seems to
be were I am getting some play in the steering, which would be the cause
of my loose steering. My question is I have heard of adding shims to
tighten up the steering, but is this related to that? If so, were would
I add any shims?
The rack has had new bearings installed and any help would be greatly
appreciated.
