[DML] This can't be correct....

Ya know, the whole time I've had my "D" I've never
investigated why the steering column doesn't telescope
up and down.  Well yesterday I believe I found out
why.  Apparently someone welded a metal bracket from
the lower end of the steering column and attached it
to the firewall with a nut and bolt.  I'm %99 sure
this isn't stock, but please correct me if I'm wrong. 
I suspect that maybe this was a feeble attempt at
fixing a broken lower steering column bushing or
something?  I wouldn't know because I don't know what
would be correct down there.

I can take a picture of this interesting finding if
anyone wants to see it.

I will attempt to repair this properly to bring it
back to original specs.  Any help on what should be
there is appreciated. Thanks guys.
