That is the cold start tube. It conducts the air/fuel from the cold start
injector into the intake. A cold engine needs additional fuel as fuel will
condense on cold cylinder walls making less available for combustion. The
condensation effectively makes the mixture leaner than it should be. After
warm up, it is disabled. If your EFI control makes provision for this, then
cap off the hole in the intake where this tube connects.
