I was going to suggest JB Weld as well.  I've used it with complete 
success on my kneepad studs, without even bothering to sand.  Just fill 
the hole with some JB Weld, fill the cracks, screw the stud in, and then 
clamp everything in the right position overnight, and it'll be solid in 
the morning.

I also used JB Weld to secure my front fascia reinforcements.  So far, no 
evidence of it coming free, but it's been only about a year.
