Hey Christian I was having the same problem, turned out that my alternator

belt was too loose. so I tightened it up and now my voltage is steady
around 
13V.

It _is_ a kind of double-sided tape, albeit a special type. I don't know 
if it's a not-so-common way of mounting the rear-view mirror in the US, 
but the sticky pads are available here from any service station for 
about 50p

Just make sure to clean the spot on the windscreen with methelated 
spirits before sticking the new one on.
