The flaw in the Tilley scam was his claim that he
could "create" energy.  So far, no one has been able
to "create" energy, only convert it.

We know it is possible to extract hydrogen from water,
and we know it is possible to use hydrogen for fuel...
 Based on the minimal information in that clip, I see
no reason to call it shenanigans yet.

The inventor does say he needs electricity to convert
the water to hydrogen, but does not go in to detail on
how that process works.  This is why his car is
"hybrid", it still probably has to run on gasoline
often enough to charge the batteries to convert the
water.  

Sad part is, if this guy is for real we will never see
it put to good use.  The oil companies will buy it
from him for enough to keep his mouth shut.  Anyone
who is serious about "saving the world" with this kind
of research would SHARE the secrets freely on the
Internet, the inventor would receive credit and get
rich anyway.
