Sounds like the switch to me. You're talking about the switch the
throttle hits when you let off the gas completely, right?

This shouldn't take much effort at all to push in. I believe even
slight pressure will activate it. I'm betting the parts of the lever
that pull it back (springs?) just aren't strong enough to activate the
gummed-up switch.
