We are not simply "unprepared" for disaster. Especially with the
example of Florida listed by Bob above. This is on purpose. There are
underlying reasons here.

New Orleans is a violent city to begin with, as are some of the
flooded parishes. Delay response, and you let the bad people die.
Looting will do no one any good, if they're going to die soon. Get a
small cut, and splash some of that sewage water they're treading in,
onto and into the wound... Given a long enough time line, the survival
rate of everyone left in the city will be 0%.

Now this isn't something that I'm in favor of, but I do believe may
infact be an alterier motive behind the inaction of FEMA and the
government. Victims in Florida had allot more tax payers who are
contributing into the system. Poor people in N.O. are a drain on the
system through public assistance programs, as well as police and city
services. The ratio of how much they pay into the system, versus how
much they take out may very well have contributed to their fate.

And besides, dead men tell no tales, nor file insurance claims. And
the longer we keep insurance adjustors out of the disater zones, the
more money there is to be made on the interest of the money they'll
have to pay out. Plus, who'll be around to claim said payouts?

Clean up may very well also be easier if we let the alligators,
snapping turtles, buzzards, flies, and other foul creatures of the
Mississippi River come into the flooded city, and devour the dead
naturally. It's a cheaper solution than paying overtime to workers to
collect, and incenerate corpses.

I'm just waiting for the CDC to seal off New Orleans and the
surounding parishes as a Hazardous Waste Zone, to delay rescue
attempts even further, by only letting selected, and specially trained
specialists in, to simply analyze the damage and clean up. And of
course to keep people both out of, and in the city for a longer period
of time...
