Kevin,
Have you checked your filler hose? I've had this problem on vehicles
when the fuel filler tube is kinked.  It backs up the fuel, making
the pump think the tank is full. (If you have a tankzilla the
instructions tell you to wedge it behind the fuel filler tube, you
may want to reposition it to see if it will make a difference.)
A clogged or kinked fuel fill vent (P# 101563)can cause the same
problem (build up of back pressure).
The reason you have different results at different gas stations is
due to a difference in fuel flow rate and sensitivity to back
pressure.
