The word is "retarded", and please be careful using it to describe
anything other than human functionality. People clinically so
described are often keenly aware of their differentness, and that this
differentness is called "retardation". They may not comprehend all the
complexities of Down or Fragile X, but they know that "retardation" is
what separates them from everyone else. The word can be as hurtful for
them as "nigger" is to dark pigmented people.

I humbly suggest alternative adjectives for your report such as
"pointless", "unnecessary", "futile", or even plain old "stupid".
