I don't think capturing bin laden would have stopped the attacks.  They
planned for years in advance and got people in place well in advance.  I
also don't think laden should be killed by the coalition as it would just
make him a martyr to his followers.  Captured, yes.

Would we will have the WTC standing, if Gore was
president?  We will never know.

I doubt Gore would have cut the FBI programs that were targeting Bin Laden
like BUSHIE did. (See Front Line - The Man Who Knew). After all, Gore was in
on those national security meetings and he was aware of the threats.  Not
like BUSHIE who ignored Bin Laden (AKA the August memo.)

Based on these facts, I would estimate that the odds are better than even
the WTC would still be standing. After all, they were about to catch bin
laden in Yemen when BUSHIE called him off!
