This depends on the state the car is registered in.  Some will register the
car with a 'reconstructed' title, or similar.  Other states will not
recognize this and just issue a regular title.  Even if you have a
'reconstructed' title, you can register the car in another state and this
will disappear from the title.

Does a water damaged branded title (flood car) mean that the car
cannot be titled and registered or does it just mean that the car
will forever have "water damaged" on the title to alert buyers?
