"Mail fraud" is a joke.  I've already gone this route for the exact same
thing- bad EBAY user- but for a much larger sum of money.  

They have a very nice "don't call us, we'll call you" clause when you
sign up to start a claim/investigation.  That was around February, 2001
for me.   Haven't heard from them since.  Should I still wait for the
call?

I also sent some mail via USPS with tracking.  I thought the tracking
feature would more or less guarantee it's arrival.... NO.  4 weeks after
I sent the letter, I checked online, and it never said it was delivered. 
I went to the P.O. and asked how long it would take for the package to
arrive.  They gave me some nice forms to fill out to start a "tracking
investigation".  Huh?  So I filled out those forms.  "when did you sent
this?  what did it look like?" - like they're going to find it or
remember it something.  "ah, yes, a whilte legal envelope, I remember it
well....".  A month later I get mail from them- they say that I filled
out all the wrong forms and here were the right ones.  

Thanks for nothing.  Now I've gotten two very nice letters from the USPS
saying "fill out these new forms", but they just sit around.  It's my
turn to be an idiot.  I ended up calling the end user and trying to
validate it's arrival.  Hooray for Delivery Confirmation!
