If anything, I'd expect it to be shipped dry and the oil added when it 
is installed as then you have the newest oil in it. The manual also 
talks about putting oil in anytime you mess with the steering rack 
(replacing a boot, or the whole thing). You could either add oil as the 
book says, with the rack out, or, pop the plate off that is opposite of 
where the steering wheel connects into the rack and pour the oil in there.
