Suggestions is this :-
The supply / return hoses that comes out of the fuel pump cover seal
are these in tight and not perished at all ?...Water could run down
the outside of the hose and into the lower fuel pump sealing ring
boot that way.
Is the little clip on the metal hardline as it passes into the tank
from the lower fuel pump sealing ring boot in position?.
Assuming you have the jubbly clips :) on round the puel pump and top
covers correctly to seal the tank ?
Is the top nut on the fuel pump tightened down correctly and not
weeping ? run the fuelpump by jumping the relay and check under
pressure.
