Have you checked the odometer?
Use your GPS as they are very accurate and see if the odometer is also off. 
My DeLorean speedo is showing about 10% more than actual speed but the 
odometer is pretty accurate. This shows that it's just the speedo 
calibration and the rest of the system is working correctly.
On my other car the speed is also EXACTLY 10% higher than actual. When I'm 
doing 50 it says 55, when doing 80 it says 88. BUT, when I checked the 
odometer against a GPS I got exactly 100km on both.

If you see that the odometer is also 11% slower then it probably is the 
angle drive. If the odometer is correct then it's speedometer calibration.
