It would be both.  You need batteries that can deliver the voltage and current 
demanded by the motors in order to develop the torque to accelerate the mass of 
everything to higher speeds.

In all fairness, in the past ten years, what has been the focus on making
electric cars better?    The battery, or the motor?

Isn't the top speed mostly related to the motor?  (I know weight of the
battery is a factor too, and newer batteries help, but I would think motor
would have the biggest impact)
