Speaking as a CDL driver:

We are taught that the brake mechanism that holds a vehicle stationary
whenever your foot is off the pedal is called a "Parking Brake."

That is what 49 CFR 383.41 (Federal Commercial Motor Vehicle Act of 1986)
call it: http://www.law.cornell.edu/cfr/text/49/393/41

That is what our Commercial Driver's Manual calls it:

I'm pretty sure that is what the owner's manual in my bus calls it (dash
indicator is a Red "P"). I will scan the pertinent page after I get back to
town.

Doesn't matter what anybody in Europe calls it. In America -- the country to
which every single production DeLorean was exported -- it's a "parking
brake."

Moreover, we are taught to only use that brake for parking. If you lock up
the wheels while you're moving, you lose the ability to control the vehicle.
With the primary brake system you have the ability to stab the brakes and
release as necessary to retain steering control.
