Easy..the Epoxy coating on the frame is actually Thicker (in the majority of the frame) than the frame itself..Believe it or not...!! 

Some parts of the frame(in comparison) are just about the thickness of a dime.. less now with rot and moisture attacking it...Hence why they quickly rot.. what makes it look thick is the the coating applied to the frame...

I have a pic somewhere with a rolling Frame with Frozen front shocks(the Ocean Car/Frame)and one wheel was off the ground from the flex. Tells you How "mild steel" the frame really was/is..and this was in late 1982 with a 100% perfectly epoxy coated frame with ZERO epoxy cracks or peelings..
