Assuming your cooling fans are working properly...

Something to check is the bulkhead connector.  I was having the same  
problem and found that the connector needed to be cleaned.  I believe  
the connector with the A/C clutch is the lower white plug with 7  
pins.  The A/C clutch line is the single pin at the end of the  
connector.

Once I clean this up, the strange cooling problem was resolved.
