No no.  From the factory, the hazard light illumination is *only* lit when the parking lights or headlights are on.  Neither the position of the hazard switch nor the ignition switch play any role.

It's supposed to be on while flashing and when the ignition is ON.
Some owners have changed the latter behavior, but it still should be on with the lights or when flashing.
Could be the little bulb in there (if not ON while flashing)?
