You can use WD-40 in a pinch, but it is not a good replacement.  Most contact cleaners are degreasers, and WD-40 will remove grease to some extent.  The difference is, contact cleaners are made to not leave a residue when they evaporate.  WD-40, while not a great long-term lubricant, leaves a residue, which attracts dirt.

Some time ago, I saw a DeLorean owner clean some of his contacts with WD-40. I was kinda surprised by that, but the guy insisted that WD-40 was just as good as
