[DML] COOLING FANS NOT WORKING-BLOWN FUSE



Cooling fans not working, my Fan Fail is not installed. (Don't have) However, the #24 relay when jumped with two fuses blows one of them when batt. power is applied?
Also the otterstat does not turn on the fans either when jumped, and the A/C compressor does not come on.  Is there another way to run the fans?
 
Just looking for a little advice on where to start to look, for a short I guess.  Looks like it all goes through the #24 relay but why the blown fuse?  All connections appear clean and tight, new circuit board installed, tried the old circuit board with same result.
New wiring harness installed as well, checked all connections.
It does not appear related but also the temp. and fuel gauges are pegged, but all connections are all good?
