Do you have the electrical diagrams? 
If so, you may want to use a multimeter to see if the lock is making 
contact to the starter circuit when turned.

That may either point you to a (going) bad ignition lock or to the next 
step to investigate in the starter circuit.
The starter solenoid also may be suspected.
