Vacuum may pull in the fuel from the cold start valve after it opens
but you still MUST have some fuel pressure to get the fuel to the
valve. See if you get any fuel out of it with the fuel pump not
running! You don't need full system pressure but you GOT to have
SOMETHING!!!!!!
