Pete,
In the FD you have 3 different pressures: control pressure, system pressure
and differential pressure. It's not just one pressure. The cold start valve
works off the system pressure which can be as low as .5 bar or about 5 lb's
which is about what electric fuel pumps work off of for carbureted cars. In
the primary pressure regulator valve you also have what's called a push
valve which I have never heard anyone talk about on any chat groups. If the
push valve seal is defective you will never get rid of hot start.

This makes no sense. The cold start valve is not a pump, it is just a  
valve.
If there were no pressure, opening it would accomplish nothing.
In the case of no rest pressure, where does this pressure come from?
Has to be the fuel pump.
