Your correct. Once the reluctor ( magnetic ) senses one turn from the point
/rotor in the distributor it send the signal to the 555 chip to turn on the
pump were starting the car.

I have to disagree that the pump will not run while cranking the 
engine.  If it didn't you could never start the engine after it lost 
rest pressure.

If you think you can....remove the RPM relay and try to start the 
engine.  It can't get fuel.
