[DML] body /fender bolts

My right front fender has a loose bolt. I've tried to remove and tighten, it
just spins behind the body as best as I can tell. It's the very front one...
I've removed the jack and tool kits and reached as far over there as I can
and have felt some debris but can't locate the bolt to try and grasp with
pliers.

The first owner told me he hit a dog and had to have the fender removed and
repaired (and wrote a message on the backside).
Hmmm.. Ideas?
