regarding why this part is missing - If I am thinking of the correct part (don't have my parts manual here with me in the office), this part can be disloged when the driver slides against it while getting in the car. At least that's what happened in my case. The bolt that holds it in place ends up being pulled thru the plastic interior panel by the force of the driver's butt sliding across it while getting in. I ended up repairing this by adding some large washers under the head of the bolt, while I had the interior panel removed to replace the 4x10 speakers in the back. The thought of pulling that panel is a bit intimidating, reality is that it comes out and goes back in pretty easily, particularly with good instructions. I can imagine that some owner might have had this part come loose, didn't want to go thru the hassle of pulling the panel to re-install it, and eventually it got lost.

Wow, that's the same part my car is missing! From what I can tell you 
have to purchase the whole interior panel that has this part attached 
to it. Do you know why it is missing? Mine is a total mystery.
