I'm curious about this.  I haven't used blech white, but I see that
some others have had similar problems with it staining:

One thing that may work is acetone, but try a very small area first. 
I've been powdercoating for a few years now, and acetone has never
harmed a properly applied finish that I've used.  I've even left
powdercoated brackets sit in a bucket of acetone overnight, HOPING
that it would weaken it, or make it peel, but no such luck.  Aircraft
remover, is different story, however :)
