I can only guess that you  want to find out how cheap you could get a car for but it should be obvious that how low a value depends on the car's condition.
 
I'm sure there are some cars that you'd have to pay someone to take off your hands.  Most junkers will pay some money for scrap value.
 
The reason there is no such "book of low values" is because zero is the lowest you can go.
 
Most books do show a range of values with the low end for those cars with more mileage or in poor condition.
 
Is there something specific you are looking for?  Perhaps then "we" could give you a more helpful answer.
