Check where the throttle cable comes out of the sheath right next to the  
throttle spool. My guess is it is starting to fray and it is hanging up  there.  
If the throttle cable is damaged, you can get very similar wire at  a 
well-stocked hardware store.  I went through this a couple years  ago.
