Well as I stated in one of my previous posts on this, the EPA /usually/ 
doesn't enforce their own rules unless its something major, like a shop 
doing lots of cat removals and not being quiet about it, etc.

So like I said before, it really doesn't matter unless you have to deal 
with emissions testing. And even if you do you simply won't pass if you 
have your car tested with a test pipe or a non cat exhaust if the car 
came with one, nothing else.
