[DML] Emissions

OK, I know absolutely NOTHING about emmisions, or how to fix emissions problems, 
so I need some advise.  The state of Illinois standards are, 2.00 for hydrocarbons and 
60.0 for carbon monoxide.  My D is running at 3.82 for hydrocarbons and 182.3 for 
carbon monoxide.  What do I need to do?
