I don't understand your question about other people driving the car under
their own insurance.  

When you sign the policy, you give the insurance company the  current
odometer reading.  I have had agents physically inspect the car for the
mileage.  All the insurance company cares about is the mileage accumulated
while covered under their policy.  They don't care if you have 287,435 miles
on the odometer before they insure your car.  They DO care about how 
many miles put on the car per year thereafter, regardless of who drives the 
car.  If you file a claim, the adjuster will look at the odometer, do the math 
and determine if you have been abiding by the rules in the policy you signed.  
If you are under the limit, they pay.  If you are over the limit, you are on your own.
