Phil,
Now your getting somewhere. Con Grates on the RPM relay fix. Now you move
on, look for the full throttle switch not working. Meaning the small plunger
doesn't go in and out even thought the flapper is dis-engaged. Naturally
look for pinched wire or loose connections.

I popped the new fuel rpm relay in and fired it up. The frequency valve
buzzes now but still no matter what I do the with the air fuel mixture
it doesn't change the reading on the dwell meter. It still holds solid
at  about 21 degrees after warming up. At least the car accelerates now
