You should be getting at least 20mpg if you are mostly freeway.  You said 
your car has 17K original miles. does that include 17K original miles on all the 
whole ignition and fuel system?  If so you, you need a major tune up (plugs, 
wires, cap, rotor, fuel filter, check timing and CO).  Also you should pull the 
fuel injectors and get them cleaned, as well as checking and replacing all 
questionable vacuum hoses.  23 years later, they are probably pretty dry and 
hard.  start with all that and we can go from there.
